Bredesen, a Democrat, asked higher education officials in a budget hearing Thursday to consider the effects of recasting the lottery scholarships to include a need-based element. Lottery scholarships are currently available to all high school students - regardless of how much their parents make - who have at least a 3. Rich Rhoda, executive director of the Tennessee Higher Education Commission, said the lottery scholarships were originally designed to try to motivate high school students to achieve more. University of Tennessee President John Petersen said one effect of the scholarships has been that the system’s flagship school in Knoxville has seen the percentage of out-of-state students decrease, while more high-performing Tennessee students have chosen to remain in-state. Bredesen acknowledged that questions about who should qualify for lottery scholarships does not address the large number of students who lose them once they reach college because of a failure to meet retention standards. Bredesen said a thorough examination of the lottery scholarships to help encourage more high school students to attend college will be among several higher education priorities during the upcoming legislative session. read more

My biggest scratch-off win is $1,000, several times, although the biggest return on my money on a scratch-off ticket was a $700 winner on a $1 ticket. My biggest win came on Thanksgiving night 1996 when I hit all five numbers on the Fantasy 5 for almost $19,000. The $47 million dip in overall ticket sales is a 2 percent drop, and it’s equal to the lottery’s average weekly sales during the budget year that ran from July 2006 to June 2007. Though the shutdown occurred before the budget was adopted, the state didn’t adjust its forecast for the year’s lottery revenue in the budget that was enacted. The current year’s budget anticipates the state budget will receive $845 million for its programs from lottery revenues essentially equal to what it got the last time it sold tickets for 52 weeks. The fiscal year 2007 results mark the first time since the 2001 budget that year-to-year lottery revenues have decreased. Overall lottery sales, the amount that came back to the state budget and the lottery’s administration costs in fiscal year 2007 were all the second highest ever, coming in behind only fiscal year 2006, when the lottery was operational for a full 52 weeks. The latest year also had the second-lowest percentage of sales that were returned to help the state budget, again behind only fiscal year 2006. read more
